Ms. Terry was hired as a part-time clerk in October 1985, and hired full-time as a Secretary-Receptionist in February 1986. She was appointed City Clerk in July 1990, and Assistant City Manager in July 1991, and City Treasurer in October 2000.
She is a member of the Oklahoma Municipal Clerks, Treasurers and Finance Officers Association, International Municipal Clerks Association, and the Government Finance Officers Association. She served as a board member for the Community Action Resources and Development Agency, Inc. She has completed 150 hours of the Oklahoma Municipal Clerks Institute sponsored by College of Business Administration at Oklahoma State University.
Primary duties - Assistant City Manager, performs statutory duties of City Clerk, and City Treasurer, Department Head overseeing accounts payable, accounts receivable and customer service at City Hall.
Joyce performs a variety of routine and complex clerical, accounting, finance, and administrative work in administering the treasury function of the City of Coweta. She works under the general supervision of the City Manager. Her essential duties and responsibilities for the City includes managing investments of city funds in accordance with investment policies and goals, and local, state, and Federal regulations. She assists with annual capital/operating budget preparation, codes receipts, reconciles daily cash, and keeps such records, as needed, to verify cash balances, prepares daily bank deposits, administers the investment program by maintaining required investment records and preparing related reports as required, establishes and maintains records needed for bond payments, fiscal agents, and related redemption ledgers, prepares and maintains payroll records, calculates wages, deductions, and benefits, maintains accounts receivable records and performs necessary follow-up on collections, reconciles general ledger to various cash reports, prepares periodic financial, statistical, or operational reports as assigned and advises the City Manager regarding fiscal condition of the city.
