Approval of Minutes for Regular Meeting

Approval of the minutes of the Coweta City Council Regular Meeting held on September 9, 2019.
2.

Renewal of Employee Group Health Insurance

Approval of the renewal of employee health insurance with Community Care Health Insurance of Oklahoma, effective January 1, 2020 at an initial monthly premium of $58,242.32, subject to change by subsequent hiring or attrition and authorizing the City Manager or his designee to execute all necessary documents.

Police Body Worn Camera Grant

Discussion and possible action to approve an application for grant funding through the Oklahoma Municipal Assurance Group to obtain a body camera system and complimentary equipment for the Coweta Police Department and directing the City Manager to execute all necessary documentation.

Purchase of Radio Equipment

Discussion and possible action to approve the purchase of 6 Motorola APX 6000 radios, 25 backup batteries, and 2 Multi-Unit battery chargers for the Coweta Police Department in a total amount of $25,752.00.

Parking Lot in Lots 18-22 Block 58 New Coweta

Discussion and possible action to approve a proposal from Guy Engineering to prepare plans and specifications for a public parking lot to be constructed on lots 18 through 22 in Block 58 in New Coweta.

Ordinance Number 820

Discussion and possible action on the adoption of Ordinance 820, an ordinance of the City Council of the City of Coweta, Oklahoma amending Chapter 4 Section 440 (e) of the Coweta Zoning Code pertaining to uses permitted by Specific Use Permit; repealing all ordinances in conflict; and declaring an emergency.

Declaration of an Emergency Ordinance 820

Discussion and possible action to declare an emergency regarding Ordinance 820 making it effective immediately upon passage and approval.

Ordinance Number 821

Discussion and possible action on the adoption of Ordinance 821, an ordinance of the City Council of the City of Coweta, Oklahoma amending Part 12 Section 12-803 of the Coweta City Code pertaining to uses allowed by Specific Use Permit; repealing any ordinances in conflict; and declaring an emergency.

Discussion and possible action to declare an emergency regarding Ordinance 821 making it effective immediately upon passage and approval.

Ordinance Number 822

Discussion and possible action on the adoption of Ordinance 822, an ordinance of the City of Coweta, Oklahoma amending Chapter 26 Section 2603 of the Zoning Code of the City of Coweta pertaining to Specific Use Permits; repealing all ordinances to the contrary; and declaring an emergency.

Declaration of an Emergency Ordinance 822

Discussion and possible action to declare an emergency regarding Ordinance 822 making it effective immediately upon passage and approval.
10.

Resolution 2019-29

Discussion and possible action on the adoption of Resolution 2019-29 a resolution of the City Council of the City of Coweta, Oklahoma (the “City”) approving action taken by The Coweta Public Works Authority (the “Authority”) authorizing issuance, sale and delivery of its Clean Water SRF Promissory Note to the Oklahoma Water Resources Board; ratifying and confirming a Lease Agreement, whereby the City leased its water, sanitary sewer, and garbage systems to the Authority; ratifying and confirming a Sales Tax Agreement and/or approving and authorizing an Amended Sales Tax Agreement or an Amendment to Sales Tax Agreement; and containing other provisions related thereto.

EXECUTIVE SESSION

Discussion

Request for an Executive Session for the purposes of confidential communications and discussions related to the employment, salary and benefits of individual salaried public officers and employees (City Manager), in accordance with 25 O.S.307.B.4.
2.

Possible Action

The City Council may take any action deemed necessary by the City Council arising out of the discussions in the foregoing Executive Session.
